The optimism of American small business owners soared to the highest level on the records in August.

The National Federation of Independent Business Small Business Optimism Index jumped to 108.8 in August, a new record in the survey’s 45-year history, higher than the July 1983 highwater mark of 108.

“Today’s groundbreaking numbers are demonstrative of what I’m hearing everyday from small business owners – that business is booming. As the tax and regulatory landscape changed, so did small business expectations and plans,” said NFIB President and CEO Juanita D. Duggan.

At the beginning of this historic run, Index gains were dominated by expectations: good time to expand, expected real sales, inventory satisfaction, expected credit conditions, and expected business conditions,” said NFIB Chief Economist Bill Dunkelberg. “Now the Index is dominated by real business activity that makes GDP grow: job creation plans, job openings, strong capital spending plans, record inventory investment plans, and earnings. Small business is clearly helping to drive that four percent growth in the domestic economy.”

From Argentina to Turkey and from South Africa to Indonesia, emerging markets are once again being roiled by financial turbulence. But let us not lose sight of the biggest and potentially most problematic of them all: China.

Indeed, according to the International Monetary Fund, Chinese corporate, government, and household debt has increased by about $23 trillion in the last decade alone, and its debt-to-GDP ratio has risen by around 100 percentage points, to more than 250%. That is orders of magnitude above the level at which financial crises normally occur.

To be sure, some of China’s debt has been used to expand its industrial base and infrastructure. But much of it has also gone toward sustaining money-losing public enterprises and endless investments in superfluous public facilities and housing.
