US Department of Commerce sets preliminary antidumping duties (AD) of 4-49% on hot-rolled flat steel imports from seven countries. Australian, Brazilian and British imports (18% of total imports in 2015) received meaningful ADs of 23-49% (still less than 34-162% alleged). However, Japanese, Korean, Dutch and Turkish origin material (~41% of total) received low ADs of 4-11%, implying imports from these countries can continue unabated if domestic prices increase. Weighted avg. margins are 8-9% versus 67-68% in CRC and 45% in recent Coateds determination, but not directly comparable due to CRC/Coated heavily skewed by hefty Chinese margins. Commerce’s final determination is now due 8/3 and International Trade commission’s injury ruling by 9/17.
US steel import permits for March through 3/15 total 1.4m st. If adjusted to a full month, imports would be 2.8m st (-23% YoY), vs. Feb. permits of 2.4m st and Jan. imports of 2.6m st.
