ATTENTION - UPDATES with meeting under way with EU envoy
present, ADDS banker's quote ///
VIENNA, Oct 4, 2007 (AFP) - The European Central Bank was set to
hold interest rates steady Thursday amid concern that the euro's
strength and a slowing economy were stirring up stiff headwinds for
the 13-nation eurozone.
The Bank of England was expected to leave its main lending rate
unchanged as well, at 5.75 percent after recent financial markets
turmoil forced the central bank to rescue troubled lender Northern
Rock.
ECB governers who met in Vienna will scan the horizon for signs
of growing inflation but could also report tighter credit conditions
than when they met a month ago and left the bank's benchmark rate at
4.0 percent.
"The strong euro and the persistant dislocations in the money
and credit markets will likely force the ECB to keep rates on hold
for the foreseeable future," Bank of America analysts said
Wednesday.
"The markets have done the work of tightening eurozone monetary
conditions for the ECB," they added in reference to the effects of
global banking upheaval that followed a meltdown of the US market
for high-risk mortgages.
A poll of 30 economists by AFP/Thomson Financial News
unanimously forecast no change in the rate that sets borrowing costs
for a region of more than 300 million people, including France,
Germany, Italy and Spain.
EU Economic and Monetary Affairs Commissioner Joaquin Almunia
attended the ECB meeting on Thursday as an observer, a bank
spokesman told AFP.
Analysts will focus on a press conference by ECB president
Jean-Claude Trichet for hints as to when the bank's next move might
come, and especially for comments on the euro's climb against other
major currencies.
European exporters are increasingly worried the strong euro is
pricing their wares out of overseas markets where local currencies
follow the dollar's fluctuations.
French President Nicolas Sarkozy has insisted the central bank
lighten monetary policies to spur flagging economic growth, pointing
to the US Federal Reserve's bold cut of its key interest rate to
4.75 percent.
Others have begun to speak out too, though they pointedly
underscore the ECB's independence.
Italian Prime Minister Romano Prodi voiced concern Wednesday
over the strong euro, but blamed the United States for pursuing a
path "exclusively" oriented to its national interests.
On Monday, the single European currency hit a new all-time high
of 1.4283 dollars.
"I am concerned, yes," Prodi said in Rome, before echoing
Luxembourg Finance Minister Jean-Claude Juncker's remarks last week
criticising US inaction on Washington's stated strong dollar
policy.
The issue is to be raised at a meeting this month of the Group
of Seven (G7) industrialised nations in Washington.
Juncker, who chairs a group of eurozone counterparts, said: "We
will without a doubt reinforce the message," and Trichet has
recently signalled his concern as well.
Bank of America economists expected that in Vienna: "The ECB
will probably acknowledge explicitly the risk to growth from the
euro appreciation."
At Resona Bank in Japan, senior client manager Shigeru Nakane
said Thursday:
"If the ECB expresses its concerns over the stronger euro, it
could move the market."
But analysts at French bank BNP Paribas advised investors to
avoid reading too much into Trichet's comments.
"At this stage we believe that we are still some way from the
ECB taking more decisive steps to stem the rise of the euro," they
said.
"Those expecting early action from the ECB are likely to be
disappointed."
