WASHINGTON (Reuters) - A hotly awaited report on whether U.S. trade partners, including China, manipulate their currencies to gain a trade advantage will be sent to Congress on Tuesday, a U.S. Treasury Department spokesman said on Monday.

A U.S. trade law requires the U.S. Treasury to assess exchange rate policies of major trade partners in a semiannual report and to gauge whether the policies are unfair or restrict adjustments in the balance of payments between countries.

The last report, issued on Dec. 3, concluded that no major trading partner was manipulating its currency.

But interest is high this time because U.S. lawmakers have stepped up threats of retaliation against China in the face of soaring U.S. trade deficits that American firms claim stem from China's practice of pegging its currency at about 8.28 to the dollar.

Treasury spokesman Tony Fratto said the currency report would be issued at 2:30 p.m. EDT (1830 GMT) and that Treasury Secretary John Snow would hold a news conference to discuss it afterward.

Snow has said repeatedly that China should speed up its move toward more currency flexibility and said that Beijing is ready to do so now. Snow has toughened his calls to Beijing for currency reform in recent weeks.

The Treasury Department offered no clue about what the currency report will say about China's exchange-rate policies.


TRADE BALANCE AT ISSUE

U.S. exporters hope that with more flexibility, the yuan would appreciate against the dollar, making Chinese goods more expensive and helping correct the $162 billion deficit that the U.S. racked up in trade with China last year.

China accounted for more than a quarter of the record $617.7 billion total U.S. trade shortfall in 2004. Continued ...

U.S. manufacturers claim China's yuan, also known as the renminbi, is undervalued by as much as 40 percent. They blame cheap Chinese imports for the closure of American companies making everything from textile products to children's toys and say millions of U.S. jobs have been lost as a result.

The currency report looks at exchange-rate policies in economies across major regions of the world, from the Western hemisphere to Europe, Africa and Asia.

The Treasury Department consults with the International Monetary Fund before reaching conclusions about exchange-rate policies. While advocating the use of flexible, market-driven exchange rates, it generally notes that "a peg or intervention does not in and of itself" imply a manipulative practice.


TIMING UNCERTAIN

All the major economies, including the United States, at some time or other have intervened in currency markets, singly or in coordination, by buying or selling currencies to smooth out abrupt fluctuations.

In 1993, the U.S. Treasury said China was manipulating its currency for a trade advantage. A year later in 1994, China began allowing the yuan to fluctuate in a narrow band against the dollar. There have been some variations in the range, or band, but the range is now so small that the currency is widely considered to be pegged.

Many analysts think when China does modify its exchange-rate regime -- at a time of its own choosing -- that it will do so simply by widening the band in which the yuan fluctuates. Another possibility is that it will switch to a representative basket of currencies against which to value the yuan, rather than valuing it against the dollar alone.

Either course likely would mean the yuan's appreciation against other currencies would be limited, perhaps by as little as a couple of percentage points, rather than a steeper jump that might be disruptive for its economy by making Chinese-made goods proportionately more expensive in export markets.
